Cyprus Forum 2026: AI and Equal Participation

Cyprus Forum 2026: AI and Equal Participation

Who Shapes the Digital State?

Tuesday, 29 September 202616:15 – 16:45The Landmark Hotel, Nicosia, Cyprus (Zeno Room)

Format: Fireside discussion

The Cyprus Forum is the largest policy conference in Cyprus. As the Cypriot government brings AI into public services, decisions on design, procurement and oversight shape who benefits and who is left out. AI³ joined the Forum as Knowledge Partner for a session on this question, following its submission of 26 proposals to the National AI Strategy 2032 consultation.

  • Explore how AI and digital government can be designed and governed to support inclusion, fair participation and accountability.
  • Make the case that inclusion must be built in from the start, not added later.
  • Bring a civil-society voice into the national debate on AI in public services.
  • Josie Christodoulou, Commissioner for Gender Equality of the Republic of Cyprus (guest)
  • Rodoula Papalambrianou, Scientific Coordinator, "Hope For Children" CRC Policy Center
  • Andreas Demetriou, Founding member and Legal Advisor, AI³ (chair)
  • Bias in AI: models learn from their data, and skewed data leads to skewed results.
  • Women in technology: fixing bias starts in schools and continues in the workplace.
  • The Cypriot dialect: can public AI systems serve people who speak it?
  • Children and AI: risks such as deepfakes, and growing trust in AI as an "available adult".
  • Digital literacy: education over blanket bans, with attention to the most vulnerable children.
  • Accountability: who is responsible when an automated decision goes wrong. A human must always be involved.
  • AI³'s first appearance at a major national policy conference.
  • Direct engagement with the Commissioner for Gender Equality.
  • Media coverage by The Future Media: "As Cyprus Builds Its Digital State, Who Could AI Leave Behind?"
  • AI³'s strongest public response to date.
